That's always tricky. I personally think if the individual is given clear feedback, opportunities and time to improve and they do not, they need to be terminated. It feels like lacking empathy but (a) low performers know they're struggling, it's actually more empathetic to help them find a different place, (b) keeping low performers around hurts the high performers in the team, and (c) keeping low performers around lowers the overall bar of the team - mediocrity is contagious. But every person is their own individual case here.
